The legislative arm of the Family Research Council, FRC Action, launched a newspaper ad on March 29 for the Boston population saying that passing the Federal Marriage Amendment is the only way to protect traditional marraige. The ad showed the percentage of Americans who oppose same-sex marriages have been increasing, starting from July 27, 2003 to February 17, 2004.
The percentages were the results of various polls. The last statistic showed 64% Americans oppose same-sex marriages. The next part of the ad read: The states have acted. 38 states have already passed the Defense of Marriage Act.

After the Massachusetts Supreme Judicial Court passed an amendment that bans same-sex marriages but allows for civil unions, President of FRC Tony Perkins released the following statement stressing the need for the Federal Marriage Amendment.
"Back in 1996, most pro-family Americans thought the definition of marriage would be protected by the Defense of Marriage Act. In helping to draft the DOMA, FRC attempted to ensure that no state would be forced to recognize a same-sex 'marriage' consecrated in another state.
"Nine years later, however, it is clear that DOMA is not enough. Since it is merely a statute, DOMA has been left vulnerable to activist judges who would like nothing more than to strike this law down. A constitutional amendment, however, has no similar vulnerabilities. That is why we are calling on Congress to quickly pass the Federal Marriage Amendment and send it to the states for ratification.
"There is not a single state in this nation that has voted in favor of same-sex 'marriage.' Rather, 38 states have passed their own DOMA's, and passing the Federal Marriage Amendment is the only way to protect the will of those states. While some conservatives may be uneasy about the amendment process, the real states' rights argument is to support the Federal Marriage Amendment because it will keep the overwhelming majority of states that have sought to protect marriage, from being forced to recognize a counterfeit version their people are against.”
On Feb. 5, FRC Action had also launched a series of ads calling on people to vote for the Massachusetts Marriage Affirmation and Protection Amendment.
“These ads tell the people of Massachusetts to make sure their voices are heard," said FRC Action President Tony Perkins.
